PROBLEM TO BE SOLVED : To improve low-temperature discharge characteristics and high rate discharge characteristics in an alkaline storage battery using for a negative electrode a hydrogen storage alloy electrode which uses hydrogen storage alloy particles containing at least nickel and rare earth element. SOLUTION : A hydrogen storage alloy electrode which uses hydrogen storage alloy particles containing at least nickel and rare earth element is used for the negative electrode 2 of the alkaline storage battery, and a surface layer having more nickel contained than the inside of the hydrogen storage alloy particle is formed on the surface of the hydrogen storage alloy particle, and nickel particles having a particle size of 10-50 nm are made to exist in this surface layer.
