PROBLEM TO BE SOLVED : To provide a sealed alkaline storage battery enhancing short circuit resistance and overdischarge durability of the sealed alkaline storage battery using a non-sintered nickel electrode plate and having high performance, and to provide a battery pack having excellent cycle life. SOLUTION : The sealed alkaline storage battery includes a cylindrical electrode group formed by winding a positive plate in which a layer of at least cobalt hydroxide or a cobalt oxyhydroxide is formed on the surface of powder comprising a hydroxide and an oxide containing nickel as the main component and cobalt and zinc, a mixture of an oxide or a hydroxide of a rare earth element is filled in a metallic porous substrate, a negative plate and a separator, and an electrolyte in a battery container, and the positive plate is electrically connected to a cover electrically insulated from the battery container with a lead, and at least the lower part of upper and lower ends of the positive plate is impregnated for 0.2 mm from the lower end part of the positive plate filling part with resin having a penetration of 0.15-2.6 mm at 25°C.
