PROBLEM TO BE SOLVED : To provide a water permeable ionized water forming body to be charged into a compact vessel for removing malodor and free chlorine in water or performing sterilization, and to provide an ion water generating device. SOLUTION : The ionized water forming body has a constitution of a fixed concrete formed body essentially composed of a mixture comprising a porous mineral and a mineral containing rare elements or a mixture comprising either tourmaline or far-infrared ceramics in addition thereto, and having water permeability, and is packed into a compact vessel to exhibit minus ion effect, and can remove free chlorine in water and malodor, and can simultaneously perform sterilization.
