PROBLEM TO BE SOLVED : To provide a coating by compounding an incombustible water-based inorganic coating with heat insulating hollow balloons, rare element mineral particles, an inorganic aggregate, an inorganic calcined pigment, a colored mica, etc., and imparting incombustible and heat-resistant super heat barrier and heat insulation properties thereto, to provide a method for coating the same and to provide a coated film thereof. SOLUTION : The water-based heat insulating and incombustible coating is obtained as follows. A network structure is formed from polymer particles having silanol groups on the surface of siloxane bonds by dehydration condensation of the silanol groups. A substitution reaction of the unreacted silanol groups with polymeric alkyl groups is then carried out and the resultant water-based inorganic coating chemically bound to the silica system is compounded with the hollow balloons having heat insulating effects.
