PROBLEM TO BE SOLVED : To provide metal surface coatings that can provide corrosion resistance and also aid in prevention or reduction of oxidation and degradation.
SOLUTION : A composition for application to a substrate comprises a carrier, a permanganate ion source, and a corrosion inhibitor comprising a rare earth ion, an alkali metal ion, an alkaline earth metal ion, and/or a transition metal ion. Also disclosed is the substrate or article including the composition for application to the substrate. A method for treating the substrate comprises applying the composition to the substrate to form a permanganate treated surface of the substrate, and applying a lithium containing composition to the permanganate treated surface.
