PROBLEM TO BE SOLVED : To provide a fluorescent lamp capable of promptly diffusing mercury vapor over a service life and having a discharge path length capable of maintaining proper mercury vapor pressure large, and to provide a luminaire wherein the fluorescent lamp is arranged.
SOLUTION : This fluorescent lamp 1 is provided with a circular bulb 4 wherein electrodes 12, 12 are sealed at both end parts 2a, 3a, respectively, and a bent discharge path is formed and which has a tube outer diameter of 12-20 mm and a discharge path length of 2000 mm or longer, a phosphor layer 14 formed at the inner surface side of the circular bulb 4, a discharge medium containing 10-15 mg of mercury 15 and rare gas sealed in the circular bulb 4, and a coldest part forming means 3b provided in the circular bulb 4 so that one end of the circular bulb 4 becomes the coldest part 16.
