PROBLEM TO BE SOLVED : To provide a fluorescent complex having luminous intensity and a long lifetime, and to provide an illuminating device given by using the same.
SOLUTION : This fluorescent complex is composed of a rare earth atom and a ligand having a structure in which two or more coordinating groups are together bonded in a ring shape, wherein the coordinating group has a structure selected from P=O, S=O, O=S=O, and C=O and is coordinately bonded to the rare earth atom. The illuminating device is equipped with light-emitting elements 2 and a fluorescent layer 3 which is arranged on a side of light emitting surfaces of the light-emitting elements and contains the fluorescent complex.
