PROBLEM TO BE SOLVED : To enable transmission of a fixed rate and to appropriately attain realization of a trick play by deleting information from an extracted encoded picture data within a frame, putting a patting signal into each encoded picture data within the frame, so that a specified bit rare at the time of reproduction is satisfied and setting the bit rate at the time of reproduction with respect to a head of dynamic picture data. SOLUTION : An extraction means 202 starts extracting at a leading part of a file 201 for preparing a fast forward dynamic picture file and at an end of the file 201 for preparing reverse fast forward dynamic picture file. An information deletion means 203 within a frame deletes information on each I picture extracted by the extraction means 202 and makes the size small. In an MPEG 2, a deletion can be executed by deleting a DCT count obtained at the time of executing a DCT calculation. A padding is executed by a padding means 204, a rate set means 206 sets a specified bit rate for a header of the dynamic picture file and prepares a dynamic picture file for a trick play. |
