PROBLEM TO BE SOLVED : To provide a soil treatment agent having a high purifying activity for purifying soil and underground water contaminated with organic halogen compounds, reducing a quantity of elution of fluoride ions and suppressing re-elution of fluoride ions with time.
SOLUTION : It is possible to provide the soil treatment agent of a minute average primary particle size which effectively purifies the organic halogen compounds by adding quick lime and/or slaked lime to slurry of steel dust made of iron particles and/or iron oxide particles to be dispersed by a media-type dispersing machine and/or an impact-type dispersing machine, and which suppresses re-elution of the fluoride ions by eluting by dispersion the fluoride ions existing in gaps of the aggregated particles of the steel dust in the slurry and by insolubilizing the fluoride ions with the co-existing quick lime and/or slaked lime.
