PROBLEM TO BE SOLVED : To obtain a filler having high fluidity while contriving the effective utilization of the earth generated in water purification.
SOLUTION : In the filler, total weight of the earth generated in water purification and monmorillonite as a water-retaining agent : 0.05-5.0, metal powder as a foaming agent : 0.00005-0.001, ligninsulfonate as a fluidizing agent : 0.0015-0.05 and water 1.0-10.0 are mixed to cement : 1 by weight. A bleeding problem is solved by capturing an incremental amount of moisture by mixing the water-retaining agent. Fluidity is improved by dispersing the cement and the foaming agent or the like by mixing the fluidizing agent. A filler layer having many shape-retaining void layers is obtained by the foaming agent. When the void of the filler layer is increased, mechanical strength such as compression is deteriorated. When compressive strength is 0.1-1.0 N/mm2 by adjusting a mixing ratio of the water-retaining agent or the like, the expansion and contraction of a fitting due to the generation of an earthquake are smoothly performed, and when the compressive strength is 1.0-2.0 N/mm2, the filler the same as a conventional one is obtained.
