PROBLEM TO BE SOLVED : To produce a catalyst with high reaction activity for use in the production of chlorine from hydrogen chloride. SOLUTION : This catalyst is used when producing chlorine by oxidizing hydrogen chloride by oxygen, wherein a maximum of 200 mass ppm each of an alkali metal and of an alkali earth metal are contained in a carrier, and also wherein a ruthenium compound containing ruthenium oxide is carried on a titanium oxide carrier containing a minimum of 20% rutile titanium oxide. In this catalyst, the content of the alkali metal and that of the alkali earth metal greatly affect the activity of the catalyst. When either content exceeds 200 mass ppm, the activity of the catalyst for producing chlorine in which the ruthenium compound containing ruthenium oxide is carried on the carrier drops. |
