PROBLEM TO BE SOLVED : To provide a method of producing hydrogen using a hydrogen production catalyst, excellent in steam modification and dry modification even in the presence of hydrogen sulfide. SOLUTION : The method of producing hydrogen comprises subjecting hydrocarbon in a gas to be treated to at least one reaction of steam modification reaction and dry modification reaction by contacting the gas to be treated containing hydrocarbon, 500 ppm or more of hydrogen sulfide, and at least any one of steam and carbon dioxide with a cerium oxide catalyst having a ratio occupied by total rare earth oxide (TREO) in a total composition of the catalyst converted in terms of oxide of 95.0% or more by mass ratio in terms of oxide.
