PROBLEM TO BE SOLVED : To provide a gas sensor element that can detect gas even in a low temperature environment, and a gas sensor. SOLUTION : In a gas sensor element, an inner electrode has a lamination structure in which a lanthanum zirconate layer 31 and an electrode layer 32 are laminated in order from a side close to an element body 21. The electrode layer 32 contains conductive oxide including a perovskite phase having a perovskite crystal structure. The electrode layer 32 contains rare earth-added ceria; the ratio of the rare earth-added seria contained in the electrode layer 32 is 30 to 65 volume%; the average particle diameter of the rare earth-added ceria contained in the electrode layer 32 is 0.64 μm or less.
