The present invention addresses the problem of providing a phosphor material which has a novel composition and can have significantly improved scintillator characteristics. The problem is solved by a phosphor which is for detecting ionizing radiation and is represented by formula (1). (1) QpRs(G2X7)u(T3Z10)q (In formula (1), Q includes at least one element selected from the group consisting of alkaline earth metal elements, R includes at least one element selected from the group consisting of rare earth metal elements, G and T each independently include at least one element selected from the group consisting of Si, Ge, and Sn, and X and Z include at least O (oxygen). Furthermore, p, s, u, and q satisfy 0.9 ≤ p ≤ 1.1, 3.5 ≤ s ≤ 12.5, 0.8 ≤ u ≤5.2, and 0.9 ≤ q ≤ 1.1, respectively).
