PROBLEM TO BE SOLVED : To provide a rare earth cobalt-based permanent magnet which can be manufactured easily, and has a good mechanical strength. SOLUTION : A rare earth cobalt-based permanent magnet (10) contains R : 23-27%, Cu : 3-6% (excepting 6%), Fe : 10-25%, Zr : 1.5-4.0%, and the reminder consisting of Co and inevitable impurities, where the element R is a rare earth element including at least Sm. The rare earth cobalt-based permanent magnet (10) has a base layer (1) including a first cell phase, and a surface oxide layer (2) covering the base layer (1).
