PROBLEM TO BE SOLVED : To provide a light-emitting device and manufacturing method, capable of taking a direction different from a conventional one as a chromaticity shift direction at color correction. SOLUTION : A light-emitting device 10 includes : a light-emitting element 1; a translucent member 5 covering the light-emitting element 1 and penetrating the light from the light-emitting element 1; a fluorescence substance 6 contained in the translucent member 5 and wavelength-converting the light of the light-emitting element 1; and a coat 7 containing rare-earth particulate 8 provided on a top surface of the translucent member 5 and comprised of at least one type of rare-earth compound.
