The present invention relates to an eco-friendly paint composition with a rare earth component and a manufacturing method thereof and, more specifically, to an eco-friendly paint composition with a rare earth component which is formed by rare earth and silica components to absorb indoor and outdoor harmful components and create components beneficial to humans, and a manufacturing method thereof. The manufacturing method of an eco-friendly paint composition with a rare earth component comprises : a step of sintering rare earth metal at a temperature of 700-1, 200° C; a step of making the sintered rare earth metal into powder having an average diameter of 10-150 μ m; a step of preparing a binder and an additive consisting of silicon dioxide, aluminum oxide, titanium dioxide, potassium oxide, and iron oxide; and a step of adding the rare earth powder metal, the additive, and the binder to a solvent.
