A regulation and control method of a phase change of a hydrogen-containing transition metal oxide, the method comprising the following steps : S100, providing a hydrogen-containing transition metal oxide having a structural formula ABOxHy, the hydrogen-containing transition metal oxide being in a first phase, wherein A is one or more elements in alkaline earth metals and rare earth metals, B is a transition metal, x is in the range of 1-3, and y is in the range of 0-2.5; S200, submerging the hydrogen-containing transition metal oxide in a first ionic liquid providing a supply of hydrogen ions and oxygen ions; and S300, employing the first ionic liquid as a gate electrode, and applying a gate voltage on the hydrogen-containing transition metal oxide to regulate and control a phase change of the hydrogen-containing transition metal oxide.
