The present invention provides a sterilizing composition for controlling pests of horticultural products, and a method for producing the same, wherein the sterilizing composition comprises : 1-8 wt% of hydrogen peroxide; 3-15 wt% of compound powder including rare earth powder or rare earth elements; and a residual amount of water; and a manufacturing method thereof. The compound powder including rare earth powder or rare earth elements is Dy_2O_3 powder. Damage to the environment is low, and a human body is not harmed.
