PROBLEM TO BE SOLVED : To provide a semiconductor ceramic composition having Curie point shifted to higher temperature side than 120°C, , small in 25°C specific resistance and excellent in voltage resistance and mechanical strength and a PTC thermistor. SOLUTION : In a BaTiO3-based semiconductor ceramic composition, a part of Ba is substituted by at least A (at least one kind selected from Na or K), Bi and RE (at least one kind selected from rare earth elements containing Y), at least a part of Ti is substituted by TM (at least one kind selected from V, Nb and Ta), 0.7≤{(Bi content)/(A content)}≤1.43, 0.017≤{(Bi content)+(A content)}≤0.25 and 0<(RE content+TM content)≤0.01 are satisfied when (Ti content+TM content) is 1 mol, crystal particle diameter has the maximum peak of a particle size distribution in a range of 1.1 to 4.0 μm and distribution frequency of the peak is 20% or more.
