Provided are a semiconductor ceramic composition, and a PTC thermistor. A curie point is shifted to a high temperature side which is higher than 120° C, and 25° C specific resistance is low. In addition, excellent withstand voltage and mechanical strength are ensured. According to a BaTiO_3-based semiconductor ceramic composition, a part of Ba is substituted at least by A (at least one selected from Na or K), Bi, and RE (at least one selected from rare earth elements including Y), and a part of Ti is substituted at least by TM (at least one selected from V, Nb, and Ta).
