The present invention relates to a bio-active material composite, a method for preparing the same and a cosmetic composition containing the same for a skin whitening function or wrinkle removal function or the prevention of skin aging. The present invention provides a composite in which bio-active materials are stably complexed with a rare earth hydroxide having a layered structure, and the bio-active material in the composite has stability that is preserved for a long period of time even at a high temperature of 50°C or more, and the pH is kept neutral pH to minimize potential side effects, such as toxicity and irritation. Accordingly, the present invention is useful for a cosmetic composition containing the composite for a skin whitening function, wrinkle removal function or the prevention of skin aging.
