The present invention relates to an acoustic foam used in various industries, particularly, an acoustic foam using polyvinyl chloride (PVC) extracted from plastic wastes, and more specifically, to an acoustic foam which uses recycled PVC from plastic wastes and has excellent sound-blocking properties and heat-insulating properties, and a method of producing the same. According to the present invention, the method of producing an acoustic foam using recycled PVC from plastic wastes comprises the steps of : washing selected plastic wastes and crushing the same into particles of selected sizes; along with a pressurized air, passing mixed particles of the crushed plastic wastes through a pipe charging device (104) made of charging materials to charge the mixed particles; passing the mixed particles of crushed plastic wastes containing negatively-charged PVC particles between a negatively-charged negative electrode plate (105) and a positively-charged positive electrode plate (106) to collect the PVC particles onto the positive electrode plate (106); mixing 100-150 parts by weight of the collected PVC particles, 40-60 parts by weight of barium sulfate (BaSO_4), 5-40 parts by weight of expanded vermiculite, 5-40 parts by weight of expanded perlite, 2-10 parts by weight of Mg-Stearate, 5-15 parts by weight of butyl stearate, 30-60 parts by weight of DOP, and 3-10 parts by weight of epoxidized soybean oil; and molding the acoustic foam produced in the previous step into a sheet or a selected shape.
