PROBLEM TO BE SOLVED : To provide a motor or power generator which has a permanent magnet and which enables the development of a large coercive force by use of a Sm-Co based magnet having a composition of a high-iron concentration.SOLUTION : A motor or power generator according to an embodiment comprises a permanent magnet having a composition expressed by the following compositional formula : RFeZrMCuCo(where R represents a rare earth element; M represents at least one element selected from Ti and Hf; 10≤p≤15; 24≤q≤40.5; 1.5≤r≤4.5; 0≤s≤2.3; 1.5≤r+s≤4.5; and 0.8≤t≤13.5(atom% )). The permanent magnet includes : a main phase having ThZntype crystal phase; and a grain boundary phase which is present at a crystal grain boundary of the main phase and has a crystal phase in which Zr concentration is 4-35 atom%. The grain boundary phase has a thickness in a range of 20-500 nm.
