PROBLEM TO BE SOLVED : To provide a rare-earth metal adsorbent capable of adsorbing efficiently a rare earth metal contained in water without using a large quantity of an organic solvent; and to provide a rare-earth metal adsorbing device, and a production method of the rare-earth metal adsorbent. SOLUTION : A rare-earth metal adsorbent in an embodiment has a carrier and a group expressed by following formula (1) or (2). The group expressed by following formula (1) or (2) is bonded to the carrier surface.
