The present application provides an electric motor rotor, comprising a rotor core and a plurality of permanent magnets arranged on the rotor core. The coercive force of at least part of the permanent magnets in at least one direction perpendicular to the magnetization direction is in continuous type progressive distribution or multi-gradient progressive distribution from the middle to the two ends. The electric motor rotor uses the permanent magnets designed to be progressive in the coercive force, the coercive force of the permanent magnets is in continuous type progressive distribution or multi-gradient type progressive distribution from the middle to the two ends, and the coercive force of the whole permanent magnets changes uniformly; thus, the stability and reliability of an electric motor can be improved to the maximum extent, excess demagnetization resistance can be avoided, the using amount of heavy rare earth elements is reduced, and electric motor cost is reduced to the greatest extent. Further provided is an electric motor using the electric motor rotor, and the electric motor is high in reliability and low in cost.
