The present invention relates to a method for constructing a floor heating panel using a flame-retardant carbon compression foam material which aligns flame-retardant carbon compression foam material sheets having a groove of a shape of a bar-shaped carbon heating body side by side at an installation position to insert the bar-shaped carbon heating body rolled up like a scroll into the groove, coats an adhesive thereon, and then finishes with a metal plate to simply construct a floor heating panel. A heating panel (1) using a bar-shaped carbon heating body (10) consisting of a plurality of carbon heating bars (11) arranged and separated from each other and a connection wire (12) coupled to both ends of the carbon heating bars (11) by a connection nail comprises a flame-retardant carbon compression foam material (100) which is disposed on four corners thereof, has a repair space (110) therein to connect a different wire to the connection wire of the bar-shaped carbon heating body, and includes a groove (101) formed on an upper surface thereof in a shape and a depth identical to the bar-shaped carbon heating body (10) to insert the bar-shaped carbon heating body (10).
