Provided is a partial oxidizing agent having a double layered perovskite structure, with strong phase stability and a fast oxygen reduction rate. The partial oxidizing agent in accordance with an embodiment of the present invention can comprise a compound represented by chemical formula 1 of RBaMn_2O_(5+δ), wherein R includes one or more elements selected from the rare-earth family or the lanthanum family; O is oxygen; and δ is 0 or a positive number less than or equal to 1, and is a value which makes the compound of the chemical formula 1 electrically neutral.
