PROBLEM TO BE SOLVED : To present appropriate services to a user who does not have a distinct purpose.SOLUTION : Functional specificity, environmental dependence, and functional importance of intents are held, and a functional specificity intent processing unit 13 presents rare intents to a user, and an environmental dependence intent processing unit 14 presents intents according to an environment in which the user exists, whereby "awareness" and "interestedness" are given to the user to make the user aware of his or her ambiguous needs to find out his or her purpose. After a choice of an intent from the user is accepted, a functional importance intent processing unit 15 presents intents of higher importance out of the other intents of services associated with the intent chosen by the user, to the user to allow the user to select them, so that optimal services can be narrowed down by intents which are likely to be associated with the purpose of the user.
