PROBLEM TO BE SOLVED : To provide a food packaging sheet and a food packaging bag capable of preventing discoloration of a food. SOLUTION : A food packaging sheet to be used for packaging a food comprises a laminate having a first layer, and a second layer to be the most internal layer. The food packaging sheet is such that : a thickness of the second layer is 3 μm-30 μm; and an oxygen permeation degree of the laminate is 20 cc/m2×day×atm-250 cc/m2×day×atm (23°C, 90%RH).
