PROBLEM TO BE SOLVED : To provide a steam modification catalyst which is suppressed sufficiently in coking even in an environment free of oxygen gas or under conditions of a low molecular ratio (S/C) of water vapor to carbon, retains a high activity even when exposed to high temperatures and enables more efficient modification of oxygen-containing hydrocarbons into steam. SOLUTION : A steam modification catalyst includes a support containing a complex oxide containing ceria and alumina, dispersed on the nm scale, at least one first metal element which is carried in the support and selected from the platinum group metals and at least one second metal element which is carried in the support and selected from alkali metals, alkaline earth metals and rare earth elements.
