PROBLEM TO BE SOLVED : To provide a reforming catalyst for producing hydrogen which is inexpensive, highly durable and capable of efficiently producing hydrogen under wide conditions in hydrogen production of a fuel cell system using hydrogen resources such as hydrocarbon as raw materials.SOLUTION : The reforming catalyst for producing hydrogen includes an inorganic composite oxide carrier including alumina and carrying a rare earth metal oxide and an alkaline earth metal oxide, and nickel and a platinum group metal are carried on this carrier. This catalyst carries a nickel and a platinum group metal on the same carrier, and includes rhodium as the platinum group metal. When line analysis of rhodium is conducted in the carrier diameter direction passing the center of the catalyst cross section by using an electron probe microanalyzer (EPMA), the ratio of characteristic X-rays intensities of the rhodium detected within the range from the outer surface of the carrier to the distance of ≤10% of the carrier diameter to the characteristic X-rays intensities of all the rhodium detected is ≥90%. Also, the ratio of the characteristic X-rays intensities of the rhodium detected within the range from the outer surface of the carrier to the distance of ≤20% of the carrier diameter is ≥95%.
