Provided are : a zinc oxide-based varistor having sufficient characteristics without using a rare earth element; and a multilayer substrate using same. The sintered body for varistors has zinc oxide as the main component thereof, includes 0.6-3.0 mol% bismuth oxide as converted to bismuth (Bi), 0.2-1.4 mol% cobalt oxide as converted to cobalt (Co), 0.1-1.5 mol% chrome oxide as converted to chrome (Cr), and 0.1-1.5 mol% manganese oxide as converted to manganese (Mn). The antimony (Sb), rare earth element, and tin (Sn) content is no more than the level of impurities.
