PROBLEM TO BE SOLVED : To provide a stainless steel on which insulation film with good heat resistance property is formed without coating a film thereon and which can be produced industrially at a relatively low cost. SOLUTION : The stainless steel used as a base material comprises, by mass, 0.0001-0.15% C, 0.001-1.2% Si, 0.001-2.0% Mn, 0.001-0.05% P, 0.0005-0.03% S, 0-2.0% Ni, 0-1.0% Cu, 11.0-32.0% Cr, 0-3.0% Mo, 0 to below 0.1% Al, 0-1.0% Nb, 0-1.0% Ti, 0-0.025% N, 0-0.01% B, 0-0.5% V, 0-0.3% W, and 0-0.1%, in total, Ca, Mg, Y, and REM (rare earth metals), with the balance comprising Fe and unavoidable impurities. On the surface of the stainless steel used as the base material, a layer of a mixture of NiO and NiFe2O4having a thickness of 1.0 μm or more, desirably 50.0 μm or less, is formed through an Ni layer.
