The present invention relates to a manufacturing method of iron oxide magnetic powder, comprising a step of preparing a precursor solution including an iron precursor and a silica precursor, a step of spraying the precursor solution to form iron/silica precursor droplets, a step of drying the iron/silica precursor droplets to manufacture iron/silica precursor particles having the iron precursor particles embedded in a silica precursor matrix, and a step of heat treating the iron/silica precursor particles to manufacture iron oxide/silica composite powder having iron oxide particles embedded in the silica matrix; and the iron oxide magnetic powder manufactured by the method. The present invention can provide iron oxide magnetic powder and a manufacturing method thereof without using a rare earth element.
