The present invention relates to a soil composition for reclaiming public water and, more specifically, to a soil composition including blast furnace slag micropowder and petro cokes desulfurized gypsum when public water reclaiming soil is manufactured by mixing phospho-gypsum to earth and sand for increasing consolidation strength of mixed soil, neutralizing, and preventing elution of harmful substances to have excellent performance over the standard of general fill material and cover material and have environmental stability. The composition according to the present invention comprises 1-10 parts by weight of blast furnace micropowder, and 1-20 parts by weight of petro cokes desulfurized gypsum with respect to 100 parts by weight of mixed soil in which phospho-gypsum is mixed with earth and sand.COPYRIGHT KIPO 2015
