PROBLEM TO BE SOLVED : To provide a device and a method which can increase a reaction amount by significantly increasing a contact area of an electro-winning solution, and can reduce a reaction time by increasing reaction speed, without using stirring means or rotating an electrolytic bath, also without using a porous electrode and without performing a process of electrolytic reduction treatment several times, in electro-winning rare metals.SOLUTION : A device 400 for electro-winning rare metals which uses a channeled cell comprises : a cathode cell 120-2 having a channel 160 provided with an inlet and an outlet; an anode cell 120-1 having a channel provided with an inlet and an outlet; and an ion-exchange resin membrane 420 formed between the cathode cell and the anode cell by adhering to them. It is desired that the cathode and anode cells, or substrates are made of graphite. In a method for electro-winning rare metals which uses a channeled cell, an electro-winning solution is made to flow at a turbulent flow region with Reynolds number of 2, 000 or more.
