The present invention relates to a method for manufacturing an air purifying material, and a personal air purifying apparatus using the air purifying material, in which the air purifying material is manufactured by mixing predetermined weights of titanium dioxide, a rare-earth element containing thorium, and the like, and mechanically alloying the mixture, and the prepared air purifying material is allowed to absorb UV rays, thereby generating anions and selectively operating a dust-proof mode and a woods bathing mode. The personal air purifying apparatus comprises : a plate-shaped air purifying material including a first penetration hole formed in the center thereof, and a plurality of second penetration holes formed around the first penetration hole and having a smaller diameter than the first penetration hole; an electrostatic induction pipe, which is inserted into the first penetration hole from one side surface of the air purifying material, which has an electrode formed in a space isolated by an isolation tube, and which generates static electricity toward the other side surface of the air purifying material by an input high voltage; a high voltage part which is connected to the electrode, and which receives a low-voltage DC power to generate a high voltage of 1-2 kV and outputs the generated high voltage to the electrode; and a UV diode part installed at one side surface of the air purifying material, and receiving an operation voltage from the high voltage part to output UV rays.
