The present invention relates to a transparent luminescent film structure in which a rare earth oxide nano-sheet layer and a silica nano-particle layer are coated on a transparent substrate and a manufacturing method thereof. An optics activator is doped on the rare earth oxide nano-sheet layer and the silica nano-particle layer. The film structure is used for various fields such as a display, a window, a solar battery, etc.
