PROBLEM TO BE SOLVED : To provide a rubber composition for a base tread, which can be improved well balancedly in low fuel consumption, steering stability and durability; and to provide a pneumatic tire using the same.SOLUTION : The rubber composition for a base tread includes a rubber component and a reinforcing agent. The rubber component contains a natural rubber, a butadiene rubber (1) containing 1, 2-syndiotactic polybutadiene crystal, and a butadiene rubber (2) synthesized using a rare earth element-based catalyst. The content of the reinforcing agent is 25 to 35 mass% in 100 mass% of the total mass of the rubber composition for a base tread.
