PROBLEM TO BE SOLVED : To provide an economical and efficient formulation of an earthwork material which can suppress the elution amount of harmful substances including fluorine, boron and heavy metals (arsenide, lead) in a bottom sediment under an acidic environment to a value below the soil environmental standard in an earthwork material using the bottom sediment. SOLUTION : The earthwork material includes (A) a bottom sediment having the elution amount over the soil environmental standard of one or more materials selected from fluorine, boron, arsenide and lead under an acidic environment, (B) a calcium aluminate, (C) an aluminum sulfate, (D) lime and (E) an alkali metal phosphate.
