Disclosed are a device for electro-winning rare metals which uses a channeled cell and a method of electro-winning the rare metals which uses the channeled cell. The device for electro-winning rare metals which uses a channeled cell comprises : a cathode cell having a channel provided with an inlet and an outlet; an anode cell having a channel provided with an inlet and an outlet; and an ion-exchange resin membrane formed in between the cathode cell and the anode cell by adhering to the cathode cell and the anode cell. The method of electro-winning rare metals which uses a channeled cell comprises : a step of preparing for substrates for the cathode and anode cells; a step for forming channels on the substrates; and a step of attaching and fixating the substrates, which the channels are formed on, to and on both sides of the ion-exchange resin membrane. The electro-winning operation is performed after an electro-winning solution is input through the inlet on the substrate. It is desired that the cathode and anode cells, or the substrates are made of graphite.
