Disclosed are a traffic light control device using radar capable of recognizing humans and objects and a control method thereof. A radar sensor module which collects radar signals; a target detection module which detects a target signal by extracting boundary points from the collected radar signals; a characteristic vector extraction module which extracts a valid characteristic vector set of the detected target signal by referring to the previously registered characteristic vector set; a human/object recognition module which recognizes humans/objects by performing an SVM process according to the previously registered SVM threshold value for the extracted valid characteristic vector; and a traffic light control module which controls traffic lights depending on the type of a target signal recognized by the human/object recognition module are included. According to the traffic light control device using radar capable of recognizing humans and objects and a control method thereof, by controlling vehicle traffic lights by recognizing animals on a road where road-kills frequently occur or by controlling pedestrian traffic lights/vehicle traffic lights by recognizing humans/vehicles on a deserted cross walk, road-kills can be prevented and the smooth driving on the road is available.
