PROBLEM TO BE SOLVED : To provide an economic and efficient formulation of civil engineering material using fly ash, which can control elution amounts of fluorine, boron and heavy metals (arsenic, lead) being harmful substances contained in the fly ash to equal to or lower than an environmental quality standard for soil. SOLUTION : A civil engineering material includes : (A) fly ash in which the elution amounts of one or more selected from fluorine, boron, arsenic and selenium exceed an environmental quality standard; (B) calcium aluminate; (C) aluminum sulfate; (D) lime; and (E) alkali metal phosphate.
