PROBLEM TO BE SOLVED : To provide a dielectric porcelain composition having a high relative permittivity even if fired at a low temperature; and to provide a ceramic electronic part to whose dielectric layer the dielectric porcelain composition is applied. SOLUTION : The dielectric porcelain composition contains a compound represented by formula ABO3 (A is at least one element selected from Ba, Ca and Sr, and B is at least one element selected from Ti and Zr) and having a perovskite crystal structure, and a compound composed of a rare earth titanium oxide represented by formula R2Ti2O7 (R is at least one element selected from Sc, Y, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb and Lu).
