PROBLEM TO BE SOLVED : To produce an exhaust gas cleaning catalyst which has the ignition performance higher than that of conventional catalysts and in which the usage of a noble metal is reduced, and to provide a method for manufacturing this catalyst. SOLUTION : The catalyst is manufactured by laminating on a carrier three layers of the first layer which is formed as the lowest layer, does not contain the noble metal substantially but contains a first refractory inorganic oxide, the second layer which is formed on the first layer and contains a first noble metal and a rare-earth metal oxide and the third layer which is formed on the second layer and contains a second noble metal.
