Provided are a method for manufacturing a solid oxide and a device therefor, capable of machining an optical glass material or another solid oxide without the introduction of a machining-affected layer, without any use of a rare earth or other polishing agent or abrasive grains, and without any use of hydrogen fluoride or solution that is difficult to handle or has a large environmental impact. A solid oxide in which one or more elements have been bonded via oxygen is used as a machining object in the presence of water (1). The water molecule is dissociated and the backbond of the oxygen element and other elements constituting the solid oxide is cut and adsorbed. A catalyst material for facilitating the generation of a decomposition product produced by hydrolysis is used as a machining reference surface (3). The machining object (5) and the machining reference surface are brought into contact or very close proximity in the presence of water. The electric potential of the machining reference surface is set in a range in which H2 and O2 are not produced. The machining object and the machining reference surface are made to move in relative fashion to remove the decomposition product from the surface of the machining object.
