This thermal spray powder contains a rare-earth element and an element from group 2 of the periodic table. It is possible to form the thermal spray powder containing a rare-earth element and a group 2 element from, for example, a mixture of a rare-earth element compound and a group 2 element compound, or a compound or solid solution containing a rare-earth element and a group 2 element. This thermal spray powder may also contain at least one element which is a diluent element that is not a rare-earth element or a group 2 element or oxygen, and which is selected from, for example, titanium, zirconium, hafnium, vanadium, niobium, tantalum, zinc, boron, aluminum, gallium, silicon, molybdenum, tungsten, manganese, germanium and phosphorous.
