PROBLEM TO BE SOLVED : To provide a circularly polarized light lighting device that can irradiate high-intensity right-handed circularly polarized light from a high-efficiency right-handed circularly polarized light source and can also irradiate high-intensity left-handed circularly polarized light from a high-efficiency left-handed circularly polarized light source and a method for efficiently controlling plant growth that can promote the growth or inhibit the growth of plants using the circularly polarized light lighting device. SOLUTION : The circularly polarized light lighting device has a light emitting light source, a reflective polarizing plate that transmits one polarization component of light incident from the light emitting light source and reflects other polarization components, a re-irradiation unit that changes the polarization state of light reflected by the reflecting polarizing plate and re-irradiates the reflective polarizing plate, and a polarizing light conversion unit that converts the light transmitted by the reflective polarizing plate to circularly polarized light.
