PROBLEM TO BE SOLVED : To provide a method for producing a B-C-N-O fluorescent substance which does not contain a rare earth element and has improved emission efficiency. SOLUTION : The method for producing the B-C-N-O fluorescent substance includes : (1) a kneading step of preparing a borate complex having a particle size of 6 μm or less by kneading a boric acid and/or a boric acid analog, and a nitrogen-containing organic compound under wet heat conditions at 80-160°C; and (2) a heat treatment step of heat-treating the borate complex at 200-1, 000°C.
